In the Carol Murphy case (when vultures rule). Christine Fraser State licensed Veterinarian working for the animal welfare program euthanized and decapitated Carol's horse because she said it was a classic case of rabies. If Fraser thought the horse had rabies why did she continue and allow others to continue to remove animals from the barn and house when a threat of rabies was present? Why was the farm not quarantined instead of transporting animals, that may have had contact with a rabid horse, to area shelters and private homes? Possibly jeopardizing the lives and health of other animals and people.
